The Technician shall have a basic knowledge of civil (natural gas, water, wastewater, and drainage) infrastructure and computer-aided drafting (CAD) and geographic information systems (GIS) software to provide technical support and assistance for the firm's engineering staff.  The Technician will be responsible for generating, documenting and updating utility asset maps and GIS databases using the ESRI ArcGIS platform.  This will include assistance with site surveys and inspections, collection of data, and other project related duties to ensure the utility maps are complete and up to date as necessary.  In addition, responsibilities may include development of accurate & detailed records of engineering projects and drafting of plans, specifications, reports, and permits as directed by the Engineering Department.  The Technician is expected to exercise considerable judgment & initiative in the performance of job duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

  • Participates in the development of GIS and/or CAD databases to support the Engineering Department with a range of civil engineering projects including but not limited to construction projects, natural gas, sanitary sewers, drainage, water and roads by updating and maintaining maps, digitizing new sub-divisions and utilities.
  • Updates necessary layers, data sets, and related databases in the maintenance of maps.
  • Prepare GIS reports for various projects and studies related to engineering, assessment of utilities and their related assets and physical inventory including statistical analyses, maps, graphs, tables, etc.
  • Collects and assembles data concerning the development of digital data which can be integrated into the GIS database from existing non-GIS applications and programs such as AutoCAD, Excel, MS Access, and Google Earth.
  • Reviews tabular and mapping data from local, state, and Federal agencies for accuracy, quality, and consistency with the municipal GIS database standards and integrates compatible data into the GIS system.
  • Participates in department meetings for the purpose of work review, project planning and assessment.
  • Liaison between the Engineering Department and other municipal agencies including the GIS vendor in order to integrate systems, ensure compliance with specifications, troubleshoot, and develop new features.
  • Revises existing systems by digitizing existing utilities to integrate with GIS and CAD applications and makes recommendations on future requirements.
  • Receives and responds to request for GIS and CAD technical support working closely with the engineering staff and/or surveying and SUE departments personnel to troubleshoot problems.
  • Responds to general inquiries pertaining to GIS mapping from the general public, taxpayers, real estate professionals, and developers.
  • Participates in client related training that may be provided for GIS and related support.


Applicant shall be a High School graduate (GED acceptable) with an associate's degree in computer-aided drafting or geographic information systems.  Ten (10) years of related work experience will be accepted in lieu of degree requirements.  Experience with word processing, spreadsheet management, database software (Microsoft Access), AutoCAD Civil 2D 2018 or later, and ArcView/ArcGIS is required.  Experience with Global Positioning Systems (GPS) equipment and project management software programs (Microsoft Project), is preferred.  Experience with MicroStation and Python script language is a plus.


Ability to read, analyze, and interpret complex technical documents and plans.  Ability to compose clear, accurate reports.  Ability to orally query and obtain information.  Ability to speak effectively to clients and professional peers.


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


Ability to apply commonsense understanding to carry out detailed but uninvolved written and oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.
